IndyCar on Monday finalized a charter system for 25 entrants that, while it pales in comparison to the contentious deal reached between NASCAR and its teams over their revenue sharing model, does give 10 open wheel organizations some guarantees.

Ten IndyCar Series team owners were awarded 25 Charters that set a valuation for teams and guarantees starting positions for all races except Indianapolis 500.

Prema Racing is planning to join IndyCar with two full-time Chevy engine entries starting next season and will not be granted charters. There is a maximum of 27 entries allowed per non-Indy 500 race. So if another team adds an entry, it and Prema would compete for two spots in the race.
